He is a lawyer, master and doctor from the Faculty of Law of the University of São Paulo (FDUSP). He was a visiting scholar at the Center for Study of Law and Society, University of California—Berkeley (2013). He was a member of the Electoral Law Commission of the Brazilian Bar Association — São Paulo Chapter (2019-2020). He founded and coordinated the Center for Law, Internet and Society at the University of São Paulo (NDIS-USP, 2012-2014, 2016-2019). Francisco is also co-author of the works “Surviving on the networks: Guia do Cidadão” (Moderna, 2018), “Electoral Law in the Digital Era” (Letramento, 2019) and “The Internet in the dock” (IASP, 2017), and author from the book “New game, old rules” (Letramento, 2020).
